Frequently Asked Questions

What type of projects require a Building Permit?
Building permits are required for many building projects, including new construction, additions, renovations, signs, decks, finished basements, wood stoves & fireplaces (including inserts), swimming pools, demolition, roofing, siding, and new windows.  Permits for other projects may be required and we suggest that you call the Building Department before you start your project

A permit is required for swimming pools, do I need a permit for a temporary inflatable swimming pool?
Although a permit is not be required for a temporary inflatable swimming they are not exempt from the important safety requirements outlined by the NYS Building Code and the Town's Zoning Ordinance.  Allswimming pools, even the inflatables, require the proper barrier (fence), pool alarms and electrical connections.   All swimming pools may not be located closeer than 10 feet from the side and rear property lines and shall not be located in a front yard.  Additional information regarding swimming pools may be found in the Residential Application portion of the Building Department's web page.

What do I need to submit to apply for a Building Permit?
Items required to obtain a building permit vary with the project.   At a minimum, in order to process your application we need a completed building permit application form, detailed construction drawings of your project and a plot plan of your property.  Once we review your application, additional information may be required.  General requirements for some of the more common projects can be found on our Downloadable Forms link.

How long is the application review process?
Application review times vary.  Less complex applications such as re-roofs, siding, etc. may be processed at time of application or within a day or two.  More complex applications such as new homes, additions, renovations, garages, etc. may take a week or longer to process depending on the completeness of the plans.  Please allow ample time for your application to be reviewed and your anticipated start date.

How long is my permit valid?
Building permits shall become invalid unless the authorized work is commenced within 6 months following the date of issuance.   Building Permits shall expire 12 months after the date of issuance.   A Building permit which has become invalid or which has expired pursuant to this subdivision may be renewed upon application by the Permit Holder, payment of the applicable fee and approval of the application by the Code Enforcement Officer.

Demolition permits are valid for 60 days from the date of issuance and will not be extended.

Do I need insurance to obtain a building permit?
Contractors must have an insurance certificate in the Town of Glenville’s name, which shows general liability, NYS workers' compensation and disability benefits insurance, or approved waiver.

What are the inspection times and procedures?  
To schedule a building inspection, call the Building Department during normal working hours at least one day prior to the requested inspection time.  Exact times for inspections cannot be guaranteed.  The Building Department understands that not being able to schedule specific times is difficult for people who want to meet the inspector on the job.  We will do the best we can to meet these time sensitive inspections.

What types of inspections are required?
Inspections vary for each project.  Typically required inspections include footing, foundation / backfill, rough electrical inspection, rough plumbing inspection, rough framing inspection, insulation inspection, final electrical inspection, final plumbing inspection, final building inspection. These and/or other inspections are performed by the building inspector, or electrical inspector as needed to insure code compliance for the specific type of permit. NOTE: The Building Department does NOT perform electrical inspections. Please contact a NYS certified electrical inspection agency.

A structure may not be occupied or used without the issuance of a Certificate of Occupancy/Compliance.  The Building Department does not issue Temporary Certificates of Occupancy/Compliance.
